Created a utility liibrary for typia!

I added a function for OpenAI Structured Outputs!

When delivering JSON schema to the LLM agent, it would better to espace every references ($ref).

I think this library (https://github.com/wrtnio/openai-function-schema/) or its JSON schema escaping logic would be helpful for you.

Actually, the implementation is tiny and I remove $ref for response
