Okay, I know about that issue, It is not about my development, If you run tornado first time or run with newly installed tor, tornado works very well so I try to solve this problem with sudo pidof tor command for restart service but it seems like not working. I still check official stem library issues section, stackoverflow and more.. no solution except sudo pidof tor. You can try to run sudo pidof tor manually for now. I don't close this issue, maybe someone can help.

Try these steps at /etc/tor/torrc file:

  • Comment SOCKSPort (By default it is 9050)
  • Uncomment or create ControlPort 9051
  • Restart tor service.
