Add ability to remove roles from individual users

It is possible to add roles to individual users via the user invite form. However, there is currently no way to remove roles from an individual user through the UI.

There should be a way to remove a role/roles from a user in the UI.

Rationale

To work around this limitation, admins have been removing users from a tenant entirely and then re-inviting them with the updates roles. This is not intuitive or a good UX for the admins. It is also inconsistent since it is possible to remove roles from groups.

Acceptance Criteria

• Admins can remove a role from any user through the UI
• User Managers can remove a role from non-admin users through the UI
