What version of Sass Lint are you using?
1.13.1

Please include any relevant parts of your configuration
no-transition-all: 2

What did you do? Please include the actual source code causing the issue.
transition: 400ms ease-out;

What did you expect to happen?
I would want sass-lint to point out that not explicitly specifying what properties to transform is disallowed.

What actually happened? Please include any error messages given to you by Sass Lint.
No error.

If you're using a IDE plugin have you tried the CLI too?
Yes, same result.
