Setup 0: Set cam properties do not work

the camera properties are not set correctly even though the cap.set functions return true
(when using the WPILibPi web, the camera properties are set correctly using the settings menu)
(except for the width & height, which are cropped each frame in the other scripts)

Check the program output, you will see that even though the .set operations return True, when you get the properties it will still be unchanged. Additionally, the camera stream does not reflect the config file.
