At the moment there are several issues with scotch / ptscotch 7 - these are happening only in parallel runs.
I will create a PR for the parallel runs without this restriction to see if / when we can get rid of this.

It seems that the issue is some non-deterministic parallel behavior - likely not present in previous scotch versions. It could be that the conda-forge package had a deterministic build flag with version 6 which is not present in version 7.
I have raised a corresponding issue at conda-forge/scotch-feedstock#87
