Here are the supported GitHub Jeykll themes:

And the NIST theme:

I would recommend whittling down the themes to the following list and vote from there. The reasoning for the narrowing of the list selection is that these themes have a more professional look and feel to them:

Taking the more narrow list, we should vote from there on a theme.

Visually, I prefer Cayman but am wondering whether we would not get more "out of the box" when using the HUGO-USWDS theme. With Cayman, do we get a well-working side-menu such as visible on

https://pages.nist.gov/hugo-uswds-docs/examples/

out of the box?

@bgro brings up a great point. I believe that the NIST HUGO-USWDS theme meets more accessibility standards, and not saying that it would happen but https://fortune.com/2019/09/21/beyonce-lawsuit-website-ada-compliant/. It makes me wonder if we should move toward that to make the site exponentially user friendly.

I'd like the look of Slate the best, but Hugo and minimal also look good.

the example doesn't appear to have site navigation. I think we will have multiple areas of the site each with their own pages and will need some sort of side or top navigation bar. Hugo is the only sample that shows a full navigation bar. I haven't looked at these in detail, but does anyone know if they all support navigation bars?

According to (https://jekyllrb.com/docs/themes/), you can customize the themes to your liking so we could probably add the navigation bars. With that said, Hugo has it out-of-the-box which means less work for us :). Maybe we should just use Hugo for simplicity.

Based on the feedback, we will go with the Hugo theme.

David Ries and Stephen Banghart will apply the theme once the content and location for the site is determined.
