Need to update the GitHub actions for the blt and deploy actions and test a deploy

Ref PR: #65

Build appears to be working
Test is commented out and not working properly
Deploy is broken still.

Workaround deployment strategy used was updating in Rancher UI the deployment configuration to use the newer sha.
