Update the project to v0.0.13 and ensure all actions are configured and work

SOLR_CONFIGSET_SOURCE_PATH is solr/conf where as the default for our test action is listed here: https://github.com/scientist-softserv/actions/blob/main/.github/workflows/test.yaml#L8
