Downloading smaller image from the Viewer results in an error

Summary

Downloading the smaller size of an image/pdf from the viewer, leads to an error.

Acceptance Criteria

• As a logged in user, I can download the smaller and large image size from the viewer

Downloading a smaller version isn't something people normally want to do anyway. So we could just remove this option for now, unless it's a bug that affects other things I'm not aware of.
