This tracks possible / required changes to cabinetry for the pyhf 0.8 release.

Required:

feat: support models with custom modifiers #385

Optional:

better strategy=None handling (see feat: minimizer configuration for fit.fit #330 and Documentation of default Minuit strategy choice pyhf#1785, resolved via pyhf 0.7.3 but no point in requiring that version for just this change alone)
better native support for custom modifiers (defining in config) Adding custom modifiers to cabinetry #382
