Feature: Ask a Question of the Network
    In order to ask the question "What is the prevalence in the network of elderly patients with renal failure who are also on digoxin >125 mcg/day?"
    Question Manager should be able to 
    Code the question in javascript queries to include
       Numerator: All active patients age >64, with digoxin as a current medication and the dose is >125 mcg / day total daily dose, and has a Creatinine >150 umol/L measured in the last year.  
       Denominator: All active patients age >64 with a Creatinine >150 umol/L measured in the last year.  
    and submit the question to all network End Points.
