Expected Behavior

Forward/Front tool is disabled when the object is already on the front layer, as they do with Backward/Back.

Actual Behavior

They aren't

Steps to Reproduce

make two shapes
click "Front"
click "Backward" and the Backward button is now disabled
click Forward/Front button many times but they never get disabled
