Forward/Front tool is not disabled when the object is already on the front layer #1231

Expected Behavior

Forward/Front tool is disabled when the object is already on the front layer, as they do with Backward/Back.

Actual Behavior

They aren't

Steps to Reproduce

  1. make two shapes
  2. click "Front"
  3. click "Backward" and the Backward button is now disabled
  4. click Forward/Front button many times but they never get disabled
