Text objects made using a "alt-code" characters duplicated when moving without holding Alt key #1297

Expected Behavior

The text objects should not be duplicated when dragged.

Actual Behavior

The objects are getting duplicated when dragged, without the Alt key being pressed.

Steps to Reproduce

Open Scratch 3.0.
Go to the paint editor (sprite or stage, doesn't matter).
Select the text tool.
Enter a string with at least 1 character being made with an "alt code" (hold Alt key + enter number).
Exit the text tool.
Move the text object.
The text object is being duplicated (like you would when holding Alt key, except you aren't).

Operating System and Browser

Microsoft Windows [version 10.0.19042.608]
Scratch 3 3.17.1

There are a few other situations in which the alt key does not have a key-up event which leads to duplicating costume elements.

The "alt" key is toggleable on some OS's. Try pressing alt again if it does this again.
