This came up when looking at harvesting data from OpenDOAR. They leverage the Attribution-NonCommercial-ShareAlike 3.0 Unported (CC BY-NC-SA 3.0) license which means that its data that cannot be used for commercial purposes under the current license.

This ticket suggests we add support to request or deny access to content depending upon the data usage rights, and the intended use by the requestor.
