Rationale

New duplication rules have four requirements for a report to become a valid duplicate. But, the line after says the report should meet "...all three requirements...".

Only when the "potential duplicate" meets all three requirements will the "potential duplicate" be duplicated with the "target issue", and all duplicates will be awarded the highest severity identified among the duplicates.

Goal of this SJIP is to fix the rules to say "...all four requirements...".
