Primary border color appears on the group header when a grouped dataList is rendered inside a collapsible panel

Description: If a dataList is rendered inside a collapsible panel with grouping settings enabled, a primary border color appears on the component. However, moving the dataList outside the panel removes the border color

Steps to reproduce

1. Navigate to: https://functional-adminportal-test.azurewebsites.net/dynamic/TestModule/semi-details?id=1fa6ca36-ceaf-4ae7-aae2-6762e79ad124
2. Check the dataList rendered within the second panel
3. Actual Results: The group header has a primary color
4. Navigate to the designer of the above link and remove the dataList within the panel and save the changes. Afterwards, render the above link
5. Actual Results: The border color does not show

The border primary color should not show when the dataList is rendered within a collapsible panel
