How to install mailparse PECL extension?

Tried to install it as mailparse, pecl_mailparse and pecl_mailparse-3.1.3 - all failed.
Mbstring added as it's a requirements.

Here is our extension string (it's not directly in the workflow but rather gathered from a file):
"extensions": "json, intl, curl, zip, xdebug, mbstring, pecl_mailparse-3.1.3"

And here is what we keep getting:

What would be a proper way to install it?

Posted it and immediately made it work.
Apparently we didn't try mbstring + mailparse and that's exactly the necessary combination. I'll close the discussion, so others can refer to it.
