I just went to the website with my phone (set to English) and while I'm German I was confused that the website is shown in German by default.

To better cater to international audience, the site could be shown in English when the browser language is English.
(Or even use English by default and German only when it's de or de_*?)

Yes, that's true. The system should also try to get the language sent by the browser if no language is set in the session.
