Changes remaining for v1.5.0-beta.0 compat:

I think we have all the other changes already done.

Something else we need to do is to continue propagating changes up the conga line. We can probably propagate the max_blobs_per_block changes one last time before they get merged to unstable (this should reduce merge conflicts).

Pawan's PR for the engine changes also hasn't been conga'd off Eitan's SingleAttestation PR yet.
