Pipeline forces to "dismiss" rollback action before allowing another deploy

This isn't very obvious - "dismiss" in close proximity to "rollback" could be mistaken to perform the rollback. At the very least, it should say something like "this was your last deployment, you can roll back for another X hours. Dismiss rollback to create another deployment"
