Issue installing pyccl

It seems that pyccl build fails for python < 3.10. For example, see #192 on python 3.8.
Do you have any idea what could be going on?

I can install it fine on macos with python 3.8

I mentioned on the pyccl issue where my suspicions lie (but I have never interacted with cmake so could be very wrong).

Hi @ggalloni can you try explicitly making sure setuptools and wheel are in your env and then trying this again? I was able to fix the problem that way...

If so we could probably add both to the conda env.
