Doesn't allow assigning arbitrary Unicode characters to keys

When I open the character map I can only see a limited subset of Unicode characters, even when changing the font in the character map. I can't see any way of accessing the Private Use Area of Unicode, so I can't make a keyboard that allows me to input characters in that range.
