Iglu server should reject schemas that references other iglu schemas

Currently the iglu server happily accepts schemas which references other iglu schemas using the "iglu:" protocol.
This does not work with for instance snowplow/iglu-scala-client as that does not understand these references in the validation step.

To make this work, one would have to make the validator depend on the schema resolver.
