Delfin failed to register storage in Ubuntu 20.04 with sqlite3 error #937

Issue/Feature Description:
Delfin is giving error while registering a storage on Ubuntu 20.04 deployment.

Error message displayed: sqlalchemy.exc.OperationalError: (sqlite3.OperationalError) database is locked
