[Test Gap][Dualtor] "No resources for operation" error encountered after BGP flap

Test Gap Description

After a BGP flap, it is possible for a dualtor device to encounter the following error, which is also correlated with traffic loss:

Test Plan

Add a new test case which toggles BGP sessions repeatedly while running traffic. Check for traffic loss and/or presence of the above syslog message to indicate failure.
