sonic-swss apt-key is failing on the server. #2922

I am not able to get a key using the 'apt-key' command and it fails from the server "apt-mo.trafficmanager.net'.

root@f857b4066dd8:/# apt-key adv --keyserver apt-mo.trafficmanager.net --recv-keys 417A0893

gpg: keyserver receive failed: Connection timed out.

I am not able to proceed forward with developing and running new tests. Any help please.
