When trying to import a model that requires Cloth Physics and Hair Physics and I choose Everything under Import Features, it never generates the cloth physic components required for it. If I select everything but disable Hair Physics it generates the cloth physics components but the hair ones are needed too. I think this is a bug in the material importer.

Are you using the 'Clothed' or demo project Camila or Kevin for this? There is a problem with the hair meshes on these characters, they have been buried in the bone transforms and their object names changed, which means the hair can't be animated (not a direct child of the animator controller) and the material setup can't find them to put the cloth physics on.
Check the Hierarchy for the location of the hair mesh, if it's buried under the bones then this is problem. It would seem to an export bug in Character Creator.
Replace the hair on these characters and it fixes it.
