Unable to start the Sourcery Hub (Error: [WinError 10013] An attempt was made to access a socket in a way forbidden by its access permissions)

I have been using Soucery for more than a year now, but for last 2 months extension has stopped working. I think I was using Paid beta version and shift back to Open Source Free plan caused it to stop. Today I was exploring to see why it is not working and got this error.
I checked that there is no configuration yaml file at %APPDATA%\sourcery\sourcery.yaml
I also added a configuration token myself from the dashboard, but it still not works. Although it shows "soucery Activated"
