Create a new spark-stats endpoint to return the number of miners with RSR meeting different SLA levels:

more than 0
80% or more
90% or more
95% or more
99% or more
99.5% or more
99.9% or more
99.95% or more
99.99% or more

Update the Public Spark Dashboard to visualise these numbers.
