Make the list of w3c groups easier to maintain / update

It'd be nice if the mapping of group names to organizations ( https://github.com/speced/bikeshed/tree/main/bikeshed/config/status.py ) somehow moved to bikeshed-boilerplate somehow rather than be built into bikeshed. having to send PRs against the tool and waiting for new releases is annoying.

Alternatively, bikeshed could try and pull the list of W3C Groups from https://www.w3.org/api/

Yeah, I had an effort to move several of those bits of information off to the boilerplate repo and got stalled. I should revive that. It sucks right now, for everyone.

If it helps, we have an API endpoint that generates https://respec.org/w3c/groups/

it uses the W3C API.
