Right now, both servers need to be up to obtain the trust bundles before the agent will start serving.

We should save the trust bundles to disk in a configurable place, keeping the trust bundles separate.

Then, if one of the servers is offline, but we have the trust bundle for that server, we can still start serving before that server is ready.
