task: roles/splunk_common/tasks/set_config_file.yml - no restart afterwards

This used to work in 9.0.3 but when trying 9.1.3 or above, seems this no longer works. Splunk is restarted after task: Set mgmt port and the custom conf config happens afterwards and Splunk never restarts again.

I'd assume a simple notify: restart Splunk to the task would really be all that's needed or move this step above set mgmt port to get written before that restart
