Records need note type="abstract"

@davidamichelson 837 records do not have an abstract. Search the persons project in oXygen for xpath //text[not(descendant::note)] to get the files.

While I work on the schema I might temporarily change the minOccur value on tei:person/tei:note and tei:personGrp/tei:note from "1" to "0". This will need to be switched back (I'll make a note about it in the ODD) but an extra 800+ errors bogs things down.
