Описание бага

Нельзя в приложении Command and communications program
Использовать функцию send an emergency message to command.

Шаги воспроизведения

Взять капитана и на мостике попытаться отправить сообщение на ЦК через "send an emergency message to command"

Ожидаемое поведение

нормальная связь с ЦК.

Дополнительная информация

реле кажись физически нет на карте. Надо добавить, чтобы работало. Иначе очень странно.
