Refactor DriverCandidates implementation:

  • Investigate if COLLECTOR_DRIVER handling is needed
  • KERNEL_CANDIDATES seems to work only with EBPF, decide if it's
    needed or could be useful for CORE_BPF as well
  • Decide if candidates based on backports and distro are still needed

Part of #1426
