Adding package to the package set

Just FYI. Due to the inactivity I see in this repo in both issues and PRs, I've forked this repo and will be adding my fork to the package set.

@epost The goal of this issue is to get this fork added to the package set. Once added, I can implement the SVG-related Elm Examples we're porting to the cookbook.

I'm updating the purescript-halogen-svg name to refer to this fork instead of Aidan's in purescript/registry#39. I tried adding this fork to the package set, but it doesn't compile due to a newer release of purescript-halogen-vdom.

Could you do the following?

• Update your purescript-halogen-vdom dependency and get this project to compile again
• Make a new release and add this to the package set
