Replace use of setup.py with pyproject.toml #2813

As pointed out by Matthew, we're still using a setup.py which is soon to be obsolete. We should follow what's done in fparser and adopt pyproject.toml to configure the installation.

I tried to use some third party tools to create the pyproject.toml, and updated it myself to try to use a dynamic version number (which based on the docs should pull from git/git tag? But i'm not sure), and added examples, tutorial and lib into the packages.find string - this is how setup tools seems to recommend doing this now but I'm not sure if its quite what we want?
