Requires #223

We need to start sending traffic to the indexing service, but we haven't done that at scale yet.

  1. Send 10% of traffic to indexing service
  2. Send 50% of traffic to indexing service
  3. Send 100% of traffic to indexing service (numbers can change, except this one)
