Motivation:

make it easier to iterate on w3up-client + its dependencies in w3protocol without having to do npm releases of w3protocol packages
- also take one release step out of dependency chain between `w3protocol-packages -> w3up-client -> w3cli (and w3ui if adds dep on w3up-client)
have consistent DX/CI/CD across all these packages

Context:

@alanshaw and I briefly discussed and he seemed supportive, especially after https://github.com/web3-storage/w3protocol/milestone/6
