Gifting for WooCommerce Subscriptions is an additional plugin that works with WooCommerce Subscriptions.

The buyer can input the receiver's email address, Woo will create a user account for the receiver, but currently, the PMPro membership level is being assigned to the BUYER, not the receiver.

Adding a note here, we have a copy of this plugin on P2 (It may be outdated and may need to retest this with the latest versions).

Another workaround here is to rather use the Gift Level Add On to gift a membership to a user through WooCommerce.
