We used to use discussions, but integration with the rest of GitHub is still pretty poor (notification support is lacking, for example) and there are plenty of other ways to discuss things now. Nothing that's automated will stop you from posting a discussion (support for that also seems to be lacking), but we might not notice that you've posted something.
