“Images of paper maps that have been scanned and/or georeferenced.” Awkward use of and/or. A paper map cannot be scanned OR georeferenced. If it’s georeferenced it has also been scanned. Maybe something like “Images of paper maps that have been scanned, including georeferenced maps.”.
The maps description specifies scanned paper as the main source material, but what about “born-digital” maps not from paper? Map exports direct from GIS projects or design software? These are akin to a published paper map in a direct to digital form. We probably don't have a lot (or any) of these now but may the future, especially GeoPDFs.
