Move creation of PredefinedLabels into Python #343

Now that we have structure for managing "objects" in Python, we should also move the Predefined labels into python. This includes:

  • Creating the predefined labels table
  • Adding a row for each predefined label into the predefined labels table, INTERNAL.POPULATE_PREDEFINED_LABELS()
