This is the issue of Drift Detection.

Sometimes issues are reopened without any comment.

How to reproduce

This issue occurs if GitHub Actions step such as checkout and aqua-installer fails.
This issue rarely occurs, but it may occurs if the monorepo is large or GitHub Actions is unstable.

Expected behaviour

A comment is posted and you can get the information about which pull request reopened the issue and why the issue was reopened.

Actual behaviour

The issues is reopened without any comment, so you can't get the information about which pull request reopened the issue and why the issue was reopened.

Important Factoids

We know the cause of this issue, but it's difficult to solve the issue.
We can solve the issue by calling GitHub API and check if the comment is posted when reopening the issue,
but we don't want to call GitHub API every time to save API rate limiting and avoid GitHub API's flaky issue.
