思考：

通常使用 Service Worker ，提升 offline 体验
Service Worker 的更新、卸载如此麻烦，是否真的需要引入普通的 Web 工程
或者说，明确知道站点的静态资源的地址不会变的可以使用使用 Service Worker
1. 普通的纯 HTML 静态站点
2. 现代 Web 工程，使用了 umd 引入的库、dll 库、webpack external特性的
