Create a syndesis-restricted-staging.yml

We need a dedicated syndesis-restricted-staging.yml that:

• Uses imagestreams like syndesis-restricted
• Uses localhost:4200 adaption like syndesis-dev
• Dont use imagestream for init-containers but plain images
• Uses an ImageStreamTag imagestream for syndesis-rest image (instead of Dockerfile immage)
