Avoid showing a no-properties form page

this is more of a future enhancement I think

There's some actions that don't have configuration and we show a "there's no properties to configure" message. I wonder though if at some point we could avoid this altogether by fetching the descriptor before routing to the action configure page, then we could determine if the page is needed or not.

It's a departure from the current editor but it'd be cool to skip this page when it isn't needed. It may also require adding some metadata to the step once saved so that we don't even need to make the descriptor call.
