Cluster hangs in deletion if setup is not correct

What steps did you take and what happened:
Create setup issues (hcloud token is wrong, baremetal config is incorrect or missing), and then create a cluster. This obviously won't work. However, when deleting the cluster again, it also doesn't delete in certain cases and hangs forever.

What did you expect to happen:
We should make sure it gets fully deleted. This will help 99% of the people. Obviously, in an edge case where a user has invalided a certain token/passwort and then deletes the cluster, it will delete without actually deleting the corresponding cloud resources. This has to be done manually in that case.
