Could I get a ISO that can install on a no internet PC? #6

When I do installation on a PC, it needs internet connection, it spend 25 minutes to complete.
I want get a minimal ISO, the smaller the better, and no need internet connection.
Could I?

Hi,
This is for network installer only. I haven't explored the possibility of building iso with required packages built in. No idea how easy or not it is.
